But year after year I have seen for myself &#8230; the modernisation of the capital city &#8211; the opening of the Delhi Metro, road-building with many expressways and overpasses, the development of Gurgaon, the growth of IILM itself.&#39; <br />India&#39;s growth rate of 7-8 per cent a year meant that over 11 years its gross domestic product has more than doubled.  Prof Francis argued that this is &#39;excellent news for the middle class, for merchants, entrepreneurs, and industry leaders.  It is even better news for the millions who were poor and who have been lifted out of poverty and illiteracy by this economic growth.      <content:encoded><![CDATA[<p>WASHINGTON -- NASA is accepting applications from students at U.S. colleges and universities who want to send their experiments to the edge of space on a high-flying scientific balloon.</p><p>The annual NASA project provides near space access for 12 undergraduate and graduate student experiments to be carried by a NASA high-altitude research balloon. The flights typically last 15 to 20 hours and reach an altitude of 23 miles. Experiments may include compact satellites or prototypes.</p><p>The experiments are flown aboard the High Altitude Student Platform, or HASP, a balloon-born instrument stack launched from the Columbia Scientific Balloon Facility&#39;s remote site in Fort Sumner, N.M. The goals of the project are to provide a space test platform to encourage student research and stimulate the development of student satellite payloads and other space-engineering products.</p><p>HASP seeks to enhance the technical skills and research abilities of students in critical science, technology, engineering and mathematics disciplines. The project is a joint effort between NASA and the Louisiana Space Grant Consortium.</p><p>NASA&#39;s HASP houses and provides power, mechanical support and communications for test articles and instruments. It can support approximately 200 pounds of student payloads. Since 2006, the HASP program has selected 44 payloads for flight, the work of more than 200 students from across the United States.</p><p>A question-and-answer teleconference for interested parties will be held Nov. 13 at 11 a.m. EST. (<a href="http://finance.google.com/finance?q=EBAY" target="_blank">NASDAQ: EBAY</a>) today announced that the investor group led by Silver Lake, which had previously entered into a definitive agreement to acquire a majority stake in Skype from the company, has reached a settlement agreement with Joltid Limited and Joost N.V. that gives Skype ownership over all software previously licensed from Joltid and ends all litigation currently pending against the investor group and eBay at the closing of the acquisition.</p><p>As part of the settlement agreement, Joltid and Skype founders Niklas Zennström and Janus Friis will join the investor group, contributing Joltid software and making a significant capital investment in exchange for a 14 percent stake in Skype. As a result, Silver Lake and other investors including Andreessen Horowitz and the Canada Pension Plan Investment Board (CPPIB), will together hold 56 percent of Skype and eBay will retain 30 percent. As previously announced, eBay will receive approximately $1.9 billion in cash upon the completion of the sale and a note from the buyer in the principal amount of $125 million. The deal, which values Skype at $2.75 billion and is not subject to a financing condition, is expected to close in the fourth quarter of 2009.</p><p>&#39;Skype will be well positioned to move forward under new owners with ownership and control over its core technology,&#39; said eBay Inc. Pursuant to a consent decree, the U.S. Department of Justice (DOJ) and the Attorney General of the State of Louisiana have agreed to permit the merger to close.</p><p>As a result of the FCC and DOJ review processes, AT&#38;T agreed to divest operations in eight service areas: Alexandria, La., Lafayette, La., LA-3 (DeSoto), LA-5 (Beauregard), LA-6 (Iberville), LA-7 (West Feliciana), MS-8 (Claiborne) and MS-9 (Copiah). Per the terms of a definitive agreement signed in May 2009, AT&#38;T has agreed to divest to Verizon Wireless five of the Centennial service areas covered under the DOJ ruling. These five service areas are Lafayette, La., LA-5 (Beauregard), LA-6 (Iberville), LA-7 (West Feliciana) and MS-8 (Claiborne). AT&#38;T now expects that this transaction will close in the first quarter of 2010, once the companies obtain regulatory approvals. AT&#38;T also has a definitive agreement with Verizon Wireless to acquire wireless properties Verizon Wireless is divesting as a result of its acquisition of Alltel. That transaction is also subject to regulatory approvals and is expected to close in the fourth quarter of 2009.</p><p>To secure FCC approval of the transaction, AT&#38;T committed to honor agreements for roaming on Centennial&#39;s network. AT&#38;T will honor existing roaming agreements with other carriers for the life of the contract &#8212; or, for carriers with fewer than 10 million subscribers, will maintain the roaming agreement for at least four years or the full term of the agreement with Centennial, whichever is longer. AT&#38;T also agreed to certain measures restricting the flow of competitive information between AT&#38;T and América Móvil.
