Despite this, a misinformation campaign appears to have been created by attorneys who spread untruthful and confusing information to immigrant investors as it relates to the case. This according to an April 19 letter received by USREDA and its legal counsel from Milwaukee-based firm Quarles &amp; Brady LLP, which falsely accused USREDA of acting against the U.S. Securities and Exchange Commission (&#39;SEC&#39;) efforts to return investor monies. As a result, USREDA is concerned that a number of attorneys, who did not at any time represent investors before the judge, are distorting the truth and profiting from the misinformation.&amp;#8232;<br /> <br />According to <a href="http://www.sec.gov/news/press/2013/2013-70.htm" target="_blank"  >an April 23 release by the SEC</a>, in the matter of U.S. Securities and Exchange Commission v. A Chicago Convention Center, LLC (&#34;ACCC&#34;), Anshoo Sethi, and Intercontinental Regional Center Trust of Chicago, LLC, (Civil Action No. 13-cv-982), Judge St. Eve in the United States District Court for the Northern District of Illinois ordered the return of more than $147 million in escrowed funds for &#34;an investment scheme defrauding foreign investors&#34; The ruling requires capital be repaid to the 297 foreign investors who had contributed to the project as part of the EB-5 pilot program, which gives immigrant investors a path to U.S. residency in return for their financing of job-creating domestic projects with a $500,000 investment. Although several law firms took on immigrant investors as clients, promising to protect them and their investment, court records show that at no point during the two months of court proceedings did the attorneys from these firms appear before a judge, submit documentation, make motions, or take any other action in court to protect their clients.&amp;#8232; &amp;#8232;<br /> <br />&#34;The ACCC project director [Anshoo Sethi] is not the only one who may have acted dishonestly; some lawyers appear to have tried to profit from the litigation,&#34; said USREDA CEO and President Joseph Walsh. &#34;There is a great deal of misinformation circulating around this case, and USREDA is working hard to be sure that the truth is heard and the investors are properly protected and receive the return of their investment&#34;&amp;#8232; &amp;#8232;<br /> <br />These statements stem from court documents which demonstrate that a number of firms claimed &#34;dozens&#34; of clients would require a delay in ruling so that all unrepresented investors could have a voice in the court.      <content:encoded><![CDATA[<p>Goma, Democratic Republic Of Congo/New York &#8212; Thousands of people have fled the town of Pinga in recent days amid a new wave of armed conflict in the Democratic Republic of Congo (DRC)&#39;s North Kivu Province, making it very difficult to ensure that they receive essential medical care, the international medical humanitarian organization Doctors Without Borders/Médecins Sans Frontières (MSF) said today.</p>

<p>Many residents fled to the surrounding forests after attacks began on April 28, while others sought refuge at a local hospital, only to be forced out by armed men. Houses have been burned and looted, and 11 of MSF&#39;s Congolese staff members are missing.</p>

<p>&#34;Civilians are routinely exposed to this violence&#8212;this is the eighth time Pinga has changed hands since 2012,&#34; said Jan Peter Stellema, MSF&#39;s operations manager in Goma. &#34;A number of patients had to be transferred for emergency surgery to Goma, among them a 70-year-old woman shot in the arm.&#34;</p>

<p>While over the past year MSF has been running a large clinic in Pinga and supporting the town hospital and other clinics in the area, frequent violence has made it extremely challenging for MSF to negotiate access with multiple armed actors. Health centers have been looted and medical equipment destroyed.</p>

<p>&#34;Providing health care is proving a challenge when medical facilities are not respected, staff are missing, people have fled the area and those who remain fear being subjected to harsh treatment, illegal taxation, forced recruitment or worse,&#34; Stellema said.</p>

     <content:encoded><![CDATA[<p>Dr. Naasson Munyandamutsa, a 55-year-old Rwandan psychiatrist, has been selected by the nonprofit Hopi Foundation to receive the 6th Barbara Chester Award, designed to honor individuals who work with survivors of torture.  Munyandamutsa has dedicated his life to bring healing to Rwandan communities, families, and individuals traumatized by the genocide of 1994. He has been described as the &#39;father&#39; of mental health in post-genocide Rwanda, a gifted and sensitive clinician.<br /> <br />Deemed the &#39;the world&#39;s first anti-torture award&#39;, the award includes a $10,000 cash prize and a Hopi handcrafted silver eagle feather sculpture. These will be formally presented on the 12th of October on the Hopi Reservation in northeastern Arizona. Previous Barbara Chester Award recipients are Shari Eppel of Zimbabwe (2000), Juan Almendares of Honduras (2001), Allen Keller of New York (2003), Alp Ayan of Turkey (2006), and Mary Fabri of Chicago (2009).<br /> <br />In 1994, the world awakened to genocidal mass slaughter that took place in the East African state of <a href="http://en.wikipedia.org/wiki/Rwanda" target="_blank"  >Rwanda</a>. Over the course of 100 days, an estimated 800,000 people were killed. The murders were brutal, with people murdered at close quarters with machetes and hammers, carried out by longtime friends and neighbors. &#39;We used to live in the same village,&#39; recalls Munyandamutsa, &#39;to play football together, to pray together.&#39;<br /> <br />Although not present in Rwanda in 1994, Munyandamutsa lost all of his family except for one brother who was also out of the country during the genocide.  His birthplace home was destroyed.  He returned to Rwanda to help with the country&#39;s recovery from massive trauma by training others as well to respond to the traumatic reactions of genocide survivors.<br /> <br />Survivors of genocide often become profoundly depressed, feeling hopeless, and wanting to die. One survivor, Henriette, who was 19 at the time of the genocide, described how Naasson listened to her story with understanding and kindness, affirming her suffering and gradually redirected her to what she had to live for, &#39;Dr. Naasson saved my life.&#39; She went on to receive training as a trauma counselor. By helping others, she continued to recover and regain a sense of hope and future for herself and for Rwanda.</p>

<p>The Barbara Chester Award is given as a tribute to honor the life and work of the late Dr. Barbara Chester, a pioneering clinician who directed the first treatment program for torture survivors in the United States. Later she treated indigenous refugees from Central and South America, as well as survivors from more than 50 countries. In particular, her work stressed the role of culture in determining both how an individual experienced the trauma of torture as well as the best approach for recovery.</p>

<p>The world risks failing the people of Syria as the scale of suffering increases and the humanitarian fall-out from the crisis worsens by the day, warned aid agency Oxfam today.</p>

<p>With nearly 7 million people in need of humanitarian help inside Syria, the organization is calling on the UN Security Council to help improve humanitarian access by using its influence to urge the Syrian Government and opposition groups to help ensure aid reaches those most in need. This could mean allowing aid to cross lines of control and cross-border from neighboring countries, such as Jordan, Lebanon and Turkey.</p>

<p>Oxfam GB&#39;s chief executive, Mark Goldring, who is currently visiting Oxfam&#39;s work with refugees on the Syria/Jordan border, said: &#39;The world risks failing the people of Syria at a time when they most need our help. Responding to this crisis is now our number one priority.</p>

<p>&#39;We hear each day that the situation in Syria is desperate for so many but providing an appropriate humanitarian response is extremely difficult &#8211; and deeply frustrating. Restrictions on access mean far too many vulnerable people are not getting the help they have a right to.&#39;<br />Concern about water and sanitation</p>

<p>The organization is using its decades of humanitarian experience in some of the most difficult environments in the world to develop its emergency response to the crisis unfolding in Syria. Concern is growing about the impact of the two-year conflict on water and sanitation facilities, in particular, because of the knock-on effect on people&#39;s health and risk of disease.</p>

<p>In addition, the aid agency is calling for the needs of the 1.3 million Syrian refugees now living in neighboring countries to be fully-met.</p>

<p>In a new briefing paper released today, called &#39;Overtaken By Need&#39;, Oxfam says that three months after $1.5 billion was pledged for the UN&#39;s six-month appeal, just over half of the money has been received, much of it from Gulf countries. Refugee numbers have doubled in the first three months of the year and Oxfam warns that similar or even higher levels of funding will be required for the response in the future as the humanitarian catastrophe worsens.</p>

<p>Funds are particularly short for some organizations &#8211; including Oxfam &#8211; working with Syrian refugees in neighboring countries.</p>

<p>&#39;The aid effort on the borders has been slow to get off the ground and now needs to be scaled up significantly. A massive increase in humanitarian assistance is required but we fear that instead of being stepped up, the reverse is more likely to happen and aid levels could soon decline,&#39; added Goldring.<br />Host countries are feeling the strain</p>

<p>In Jordan&#39;s Za&#39;atari refugee camp increased numbers of arrivals mean facilities are stretched to the limit. Oxfam has installed toilets, showers and laundry areas to help 20,610 people in part of the camp but the organization hopes to do more.</p>

<p>There are concerns that failure to respond fully to the humanitarian emergency could have serious consequences on stability across the wider region. Countries that have generously provided help for Syrian refugees, such as Jordan and Lebanon, are already feeling the economic and social strains of hosting such large numbers and need much greater international assistance, the aid agency said.</p>

<p>Lebanon, for example, has received numbers of refugees equivalent in proportion to its population to 50 million Syrians arriving in the EU or 30 million in the US. There have already been riots over poor living conditions and shortages of aid given in refugee camps in Jordan and Turkey. In Jordan, Oxfam is looking at how best to help the vulnerable refugees living outside the camp and in host communities over the next few months.</p>

<p>&#39;When refugees arrive in Jordan and Lebanon they are traumatized and fearful for the future. As the needs of Syrians and refugees increase, so must the response&#39;, said Goldring.</p>
