     <content:encoded><![CDATA[<p>Department of Homeland Security (DHS) Secretary Janet Napolitano today was joined by the Centers for Disease Control and Prevention&#39;s (CDC) Dr. Anne Schuchat and Transportation Security Administration (TSA) Acting Administrator Gale Rossides to promote holiday travel tips and highlight the simple steps travelers can take to prevent the spread of the flu.</p><p>&#39;Following these simple travel tips will help expedite the screening process at airports and keep travelers healthy and safe throughout the holiday travel season,&#39; said Secretary Napolitano.</p><p>TSA&#39;s holiday travel tips will help decrease the amount of time passengers spend in line at airport security checkpoints, increase the overall efficiency of airport operations and enhance security by engaging passengers in the shared responsibility of watching out for suspicious activity at airports across the nation.</p><p>TSA Travel Tips <br /> </p><p>    * Pay attention to your health before traveling<br />          o The best way to prevent the spread of the flu is to stay home if you&#39;re sick or have flu-like symptoms.<br />          o The CDC recommends you get both H1N1 and seasonal flu vaccines.<br />    * Practice good hygiene while traveling<br />          o Cover your mouth when coughing or sneezing.<br />          o Wash your hands regularly to help prevent the spread of germs and illness.<br />    * Ensure your government-issued ID and boarding pass are out and ready<br />          o Getting all travel documents together and ready before you get in line will help security officers quickly verify that you, your identification, and your boarding pass match and are valid.<br />    * Wear easily removable shoes and jackets<br />          o Wearing footwear that can be easily removed helps speed the process for X-ray screening. Be prepared to remove all shoes, jackets and other outerwear for screening.<br />    * Take out liquids and laptops<br />          o Remember the 3-1-1 rule for liquids, gels and aerosols at the checkpoint:<br />                + 3-ounce bottles or less for all liquids, gels and aerosols;<br />                + 1 quart-sized, clear, plastic zip-top bag; and<br />                + 1 bag per passenger placed separately in a security bin for X-ray screening.<br />          o The liquid restriction applies only to carry-on bags. Passengers can pack larger quantities of liquids and gels in checked baggage.<br />          o Be prepared to remove your laptop from its case and place it in separate bin for X-ray screening.<br />    * Use TSA Family Lanes if you or your family needs extra time or assistance<br />          o Last year, TSA expanded its popular Family Lanes to every security checkpoint in the United States.<br />          o Family Lanes allow infrequent travelers, those with small children or passengers who need additional assistance to move through security at their own pace.      <content:encoded><![CDATA[<p>Department of Homeland Security (DHS) Secretary Janet Napolitano today announced the publication of new proposed rule that would establish Global Entry&#8212;a U.S. Customs and Border Protection (CBP) voluntary initiative that streamlines the international arrivals and admission process at airports for trusted travelers through biometric identification&#8212;as a permanent program.</p><p>&#39;Global Entry expedites the customs and security process for trusted air travelers through biometric identification while helping DHS ensure the safety of all airline passengers,&#39; said Secretary Napolitano. &#39;Making Global Entry permanent will improve customer service at airports across the country and enable law enforcement to focus on higher-risk travelers.&#39;</p><p>Global Entry&#8212;currently available as a pilot program at 20 U.S. international airports&#8212;allows pre-approved members a streamlined, automated alternative to regular passport processing lines. The program currently reduces average wait times by more than 70 percent, with more than 75 percent of travelers using Global Entry processed in under five minutes.</p><p>The proposed rule published today poses federal regulations that would end the current pilot and make Global Entry permanent&#8212;allowing CBP to expand the program to additional U.S. international airports. Those members currently participating in the pilot will have their time credited to the five year membership as proposed in the rule, so there will be no break in membership or need to re-apply when the program becomes permanent.</p><p>At Global Entry kiosks, members insert their passport or lawful permanent resident card into a document reader, provide digital fingerprints for comparison with fingerprints on file, answer customs declaration questions on the kiosk&#39;s touch-screen, and then present a transaction receipt to U.S. Customs and Border Protection (CBP) officers before leaving the inspection area.</p><p>To date, there have been approximately 100,000 admissions with Global Entry by 27,000 members. Global Entry is currently open to citizens of the United States and lawful permanent residents of the United States. (<a href="http://finance.google.com/finance?q=MFE" target="_blank">NYSE:MFE</a>) today revealed that the global cyberarms race has moved from fiction to reality, according to its fifth annual Virtual Criminology Report. The report found that politically motivated cyberattacks have increased and five countries &#8211; the United States, Russia, France, Israel and China &#8211; are now armed with cyberweapons.</p><p>&#39;McAfee began to warn of the global cyberarms race more than two years ago, but now we&#39;re seeing increasing evidence that it&#39;s become real,&#39; said Dave DeWalt, McAfee president and CEO. &#39;Now several nations around the world are actively engaged in cyberwar-like preparations and attacks. Nation-states are actively developing cyberwarfare capabilities and involved in the cyberarms race, targeting government networks and critical infrastructures. The contract is worth approximately 1.5 billion SEK.</p><p>The contract covers two Saab 340 AEW (Airborne Early Warning) systems, comprising of the Saab 340 aircraft equipped with the advanced Erieye radar system. The contract also includes ground equipment as well as logistics and support services.<br />A true multi-mission system</p><p>An Airborne Early Warning system is used to monitor a country&#39;s airspace, borders and territorial waters. Infineon today announced that it recently started deliveries to the Chinese electronic passport project which volume-wise is one of the world&#39;s two biggest electronic passport projects. As of the first quarter of 2010, all new Chinese passports will be issued as electronic passports. The Chinese government estimates that, beginning in the first full year of the roll-out, about 6.5 million electronic passports will be handed out annually to citizens, diplomats and government workers. In total, there are currently more than 30 million passports in circulation in China, which are usually valid for ten years.</p><p><br />In China, two ministries are involved in electronic passport programs: The Ministry of Public Security is responsible for citizens, the Ministry of Foreign Affairs for diplomats and government workers. Infineon is the only semiconductor supplier delivering into both of China&#39;s electronic passport projects.</p><p><br />All Chinese electronic passports include a security microcontroller in the back cover that stores, securely encrypted, the same information about the bearer&#39;s identity that is printed on the document, such as the bearer&#39;s name, date of birth, and photo, and the passport&#39;s validity period and number.</p><p><br />Special Administration Regions Hong Kong and Macao also use Infineon&#39;s security microcontrollers</p><p><br />Both China Special Administration Regions, Hong Kong and Macao, trust in Infineon and it&#39;s almost 25 years of expertise in security and contactless technology.      <content:encoded><![CDATA[<p>Department of Homeland Security (DHS) officials met with their counterparts from the Mexican Ministry of Finance and Public Credit (SHCP) on Friday to outline joint initiatives to combat transnational crime, increase law enforcement collaboration and increase the secure flow of travel and trade along the U.S.-Mexico border.</p><p>Representing DHS were Assistant Secretary for International Affairs and Special Representative for Border Affairs Alan Bersin, U.S. Immigration and Customs Enforcement (ICE) Assistant Secretary John Morton, U.S. Border Patrol Chief David Aguilar and other DHS officials; representing SHCP were Tax Administration Chief Alfredo Gutiérrez Ortíz-Mena, Administrator General of Customs Juan José Bravo Moisés, the Customs Administrator General for Planning Pablo González Manterola and other Mexican officials.</p><p>During the meeting, U.S. and Mexican officials agreed to formalize Bi-national Port Security Committee to improve open and regular communication along the Southwest border&#8212;a significant step toward deterring violence at and near land ports of entry. These committees will address cross-border operational, safety and security issues.</p><p>Officials also agreed to build on DHS Secretary Janet Napolitano&#39;s efforts to promote smart and effective security at the Southwest border by increasing coordinated investigative efforts, committing more resources for additional inspection teams at ports of entry along the border, and implementing comprehensive plans to strengthen security and ensure the secure flow of trade during events that affect port operations.</p><p>Since March, Secretary Napolitano has doubled the number of DHS agents working to identify and apprehend violent criminal aliens and bolstered southbound inspections to search for illegal weapons and cash at the Southwest border&#8212;adding additional law enforcement, mobile X-ray machines, license plate readers, and K-9 detection teams as part of a multi-layered, integrated border security strategy.</p><p>Thus far in 2009, U.S. Customs and Border Protection (CBP) and ICE have combined to seize nearly $35 million in southbound currency at the Southwest border&#8212;more than four times the amount seized during southbound operations compared to this point in 2008. But a new American Civil Liberties Union video shows the full range of their lives before, during and after their captivity. The video, &#34;Justice Denied: Voices from Guantánamo,&#34; is part of an ACLU initiative against the practice of detention without due process that violates fundamental principles of American justice. Despite plans to close Guantánamo, the Obama administration has continued this unconstitutional practice.</p><p>The five men featured in the video were all held at Guantánamo for years without any meaningful opportunity to challenge their detention. They were denied their due process rights, which might have established the lack of evidence against them much earlier and spared them years of torture, abuse and imprisonment. The men were eventually released, and as they explain in the video, are now attempting to put their lives back together.</p><p>&#34;I experienced sadness in a state that I have never had, cruelty in a depth that I&#39;d never seen in my life,&#34; Omar Deghayes tells the camera. He had graduated from law school in England and was studying the legal system in Afghanistan when he was captured and sent to Guantánamo for nearly six years. &#34;You will not leave a similar person anymore. You will leave as broken, physically broken, psychologically broken.&#34;</p><p>Ruhal Ahmed and Shafiq Rasul grew up together in England. They went to Pakistan for a friend&#39;s wedding and took a short trip to neighboring Afghanistan where they were captured. It would be two and a half years before they could go home.</p><p>&#34;Guantánamo Bay was hell for us,&#34; Shafiq says. But Ruhal says their friendship helped them survive the brutal experience: &#34;Anything that happened to me I could relate to somebody that was very close to me. Being friends from a young age &#8211; who else would you want in that kind of situation?&#34;</p><p>Back home in England, Shafiq and Ruhal say the American leaders who allowed the injustices of Guantánamo should be held accountable.
