     <content:encoded><![CDATA[<p>Dow Corning Corporation has acquired two chemical grade silicon manufacturing assets from Globe Specialty Metals, in an acquisition valued at approximately $175 million (USD). </p><p>Dow Corning  purchased 100 percent of  Globe Metais Indústria e Comércio S.A., a silicon metal manufacturer in Pará, Brazil, which will immediately begin operating as Dow Corning Metais do Pará Ltda.</p><p>Dow Corning has also acquired a 49 percent interest in Globe Metallurgical Inc.&#39;s silicon manufacturing operation in Alloy, West Virginia (U.S.A.), WVA Manufacturing LLC. The annual award - presented on November 3 in York, United Kingdom - recognizes the project or process that best demonstrates a chemical engineering solution to improve resource efficiency, lifetime value and/or process optimization.</p><p>The Dow-BASF innovation offers distinct economic and environmental benefits when compared to conventional propylene oxide (PO) process technologies. A joint eco-efficiency study conducted by the two companies in 2007 revealed the new HPPO process reduces wastewater by 70 to 80 percent and energy use by approximately 35 percent, compared with existing PO technology. A kiln control system integrated into the PCS 7-based process control system will constantly optimize the consumption and the clinker production. The facility will serve as a regional competence center for developments and applications in the construction, coatings, plastics and textile coatings industry, the main focus being on construction polymers, silicone emulsions, sealants, silanes and silicone resins. The new technical center will enable WACKER to tap the fast-growing markets in this part of the world. The investment is aimed at providing local support to customers for developing new and customized products while promoting internationally recognized quality standards in India. Car Door Restrictors that prevent the doors from opening unless they are within four inches of a floor level. Elevators without the door restrictors can open between floors and passengers are at risk of a fatal fall into the hatch.</p><p>2.	Two-way, 24-hour Emergency Communication so at the touch of a button, an answering service picks up and hears a recording, which automatically indicates the location of the elevator where a passenger needs assistance. This is especially important for the hearing and/or speech impaired or in situations where there is a language barrier.</p><p>3.	Electric-eye, Door Re-opening Device that protects passengers from getting hit by closing elevator doors. If any object is between the doors, they will re-open without contact on that object or person.</p><p>4.	Emergency Lighting that prevents passengers from getting left in the dark. The contractor has appealed the fine according to reports from the Oregon Department of Environmental Quality (DEQ).</p><p>The Clean Air Act and the National Emission Standard for Hazardous Air Pollutants require contractors to follow certain steps during projects that involve asbestos. These requirements include actions that must be taken before work commences, during renovations and to ensure proper waste disposal.</p><p>The contractor has been accused of multiple violations related to an asbestos abatement project the contractor was involved with at a retirement facility. According to the DEQ the contractor did not complete all the required documentation and removed containment materials before sampling the air quality. Net sales rose 11 percent this quarter, all of it in the detached sector.  According to Robert Martinez, Director of Research for MarketPointe&#8482; Realty Advisors, Inc., &#39;the attached sector is essentially extinct&#39; as the last two projects selling have completed their sales programs.  Also, competition in the detached sector continues to decline as just 12 developments offered product in the new-home market this quarter.  This is a steep drop from the peak of 35 projects last seen in the third quarter of 2007.</p><p>The bad news continues with pricing.  Although there was a modest increase of 3 percent in weighted average price in the detached sector, the &#39;substantial boost&#39; in average home size caused the detached value ratio, &#39;a better measure of actual home value&#39;, to fall more than 13 percent. This quarter&#39;s detached inventory saw a 23 percent decline.  Since the end of last year, close to 4,000 units have been removed from inventory as projects have eliminated future phase inventory entirely, moved units into rentals, or left the market altogether.  Also, the supply of homes that have been offered for sale yet remain unsold dropped nearly 62 percent this quarter. The California Regional Water Quality Control Board adopted the new rules in 2007 and they will go into effect in the next few years.</p><p>Runoff from farms and cropland can cause fertilizers, animal waste, pesticides and other toxins to pollute area water. According to the EPA, &#39;Agricultural nonpoint source (NPS) pollution is the leading source of water quality impacts to rivers and lakes.&#39; Pollutants to be monitored will likely include nitrates, bacteria, phosphates and other contaminants.  </p><p>The program requires farmers with more than $1,000 in gross crop sales to pay to sample the water quality in area lakes and streams. The San Diego region, which is also comprised of parts of Riverside and Orange counties, is included in this new regulation.  According to some reports as many as 100 bodies of water in that region have suffered for various reasons, including agricultural pollutants. </p><p>San Diego County is composed of more small farmers than anywhere else in the state.  The additional cost to them for this program could be a hardship on some small farmers following rising water costs and current low commodity prices. However, according to Robert Martinez, Director of Research for MarketPointe&#8482; Realty Advisors, Inc, &#39;there is always the possibility that the tiny light at the end of the tunnel is actually a high-speed train.&#39;  Sales volume this quarter increased more than 15 percent, the third consecutive quarterly increase.  In the attached sector, this quarter&#39;s net sales represent a 16 percent decline while the detached sector posted a 24 percent increase.  More importantly, current net detached sales volume denotes a 5 percent increase from the third quarter of 2008 and a slight 0.5 percent increase from the third quarter of 2007.  But this is where the good news stops.</p><p>Overall weighted average home price fell more than 13 percent from last quarter.  That drop, along with the 8 percent decrease in overall weighted average home size, resulted in a value ratio decline of more than 5 percent.      <content:encoded><![CDATA[<p>Alstom has signed two contracts, worth a total value of approximately 450 million euros, known as the Mannheim 9 project, to supply Grosskraftwerk Mannheim AG with new boiler and turbine units at the company&#39;s Mannheim power plant in the state of Baden-Württemberg, Germany.</p><p>The new unit* will have an electrical output of over 900 MW and will supply 25% of the Rhein-Neckar region&#39;s electricity, the equivalent of approximately 600,000 households. It will replace the existing units 3 and 4 (with an output of only 220 MW each), which will be taken out of service after the commissioning of the new unit in 2013.</p><p>Grosskraftwerk Mannheim is a coal-fired cogeneration plant with an installed base of 1675 MW which produces up to 1000 MW of heat as well as electricity, and has been supplying both heat and power to the region for over 85 years. District heating applications such as these help save 200,000 TCE (ton of coal equivalent) primary energy and 300,000 tonnes of CO2 per year. This quarter&#39;s overall net sales volume dropped a negligible 5 percent from that posted in the second quarter. Robert Martinez, Director of Research at MarketPointe&#8482; Realty Advisors, Inc., &#39;doesn&#39;t expect a return to the late 1990&#39;s and early 2000&#39;s, when 500-plus net sales were the norm&#39; but does see stability returning to the region.  Both sales volume and weighted average price have seen an increase over last quarter.</p><p>ResidentialTrends&#8482; Housing Market Overview reports this quarter&#39;s total of 184 overall net sales represents a 63 percent increase over last quarter.  Attached sales rose 78 percent to the second highest total in the last three years.
